Design-Build Contract – Power System Enhancements – Modifications to Existing Generators

To address the potential Y2-K power outage, DWSD has installed forty-three (43) generators of 2 MW capacity each, at thirteen (13) of their facilities including Water Treatment Plants, Water Pumping Stations and Sewerage Pumping Stations.
These systems were provided under Contract DWS-828 in the year 1999, was needed to upgrade and incorporate additional flexibility in the operation as well as for remote monitoring and control of their system.
To implement the required modifications to the existing system, DWSD initiated a Design/Build Contract DWS-837B with the following scope and major project elements:
• Modify the existing generator control
system to interface with ‘Ovation’ System
for remote control and operation of the
generators.
• Replace the existing Medium Voltage
Switchgear line-up at two facilities.
• Furnish and install new ‘Ovation’
workstation for DWSD Maintenance Division
for use at their Central Services Facility.
• Modify the existing control system to
enable the generators to feed all sections
of the plan main electrical bus.
METCO was retained as ‘Oversight Consultant’ to (a) prepare proposal documents for ‘Design-Build’ of this Project; and (b) provide Oversight Consulting Services during construction.
